How Do We Decide On The Programme?
Everything we do in our Libraries and Customer Services align with three frameworks: Libraries for Life, the Council Strategy and the Universal Offers. This includes events, programmes, projects and stock.
Our Libraries for Life priorities are a framework we use when planning our library offers. They are designed to target gaps in our current offer to ensure we are serving the whole community. This year’s priorities are:
- Improve Partner Awareness of our service offer via promotion and relationship building
- Develop Community Outreach through research and fundraising
- Develop a service-wide understanding of EDI (Equality, Diversity and Inclusion)
- Support Literacy in adult non-readers, and in the reading gap between Pupil Premium and non-Pupil Premium children aged 7-11
Council Strategy
- One Purpose: To Improve People’s Lives
- Two Core Policies: Tackling the climate and ecological emergency, Giving people a bigger say
- Three Principles: Prepare for the future, Deliver for local residents, Focus on prevention
- Four Values: Bold, Empowered, Transparent, Supportive.
Universal Offers are set by Libraries Connected and offer are a framework for public libraries to ensure their offers are well balanced and forward-looking, driving innovation and development.
The four offers, from the Libraries Connected website, are:

- Culture and Creativity
- Health and Wellbeing
